Amarillo women indicted for promotion of prostitution after massage parlor raid
AMARILLO, Texas (KFDA) - A Randall County grand jury voted to indict two women for promoting prostitution.
In July, authorities arrested Zhizhi Luna and Zhen Li Parr as part of a multi-agency human traffic investigation involving massage parlors.
Luna, 60, is charged with aggravated promotion of prostitution, a first-degree felony.
According to a criminal complaint filed by Randall County, Luna is accused of knowingly managing a prostitution enterprise involving at least two people.
Parr, 56, is charged with promotion of prostitution, a third-degree felony.
Her complaint states she solicited an undercover special agent to engage in sexual contact in exchange for money.
In the state of Texas, a first-degree felony can be punished by five to 99 years in prison; a third-degree felony can be punished by up to 10 years in prison.
According to the DPS, the investigation focused on identifying and disrupting operations tied to human trafficking and the commercial sex trade.
It was a joint operation done by the Texas Department of Public Safety, Homeland Security Investigations (HSI), and the Texas Department of Licensing and Regulation (TDLR).
The two women’s cases are with the 251st District Court of Randall County.
