The development of the world's largest energy project has entered phase one.

Boone Picken's company, Mesa Power, bought close to 670 winds turbines from General Electric.

The Pampa Wind Project will cover parts of Gray and Roberts counties.

The turbines should produce enough energy to power more than 300,000 homes.

Phase one cost Pickens about $2 billion.

The electricity is expected to be on line in early 2011.
