Troy Blackwell obtained his bachelor degree in business administration in 1992 from the University of Texas in Austin and his law degree from the Texas Tech University School of Law in 1995. He is a member of the State Bar of Texas, the American Bar Association, the Panhandle Bankruptcy Bar Association, the National Association of Consumer Bankruptcy Attorneys, the American Bankruptcy Institute; and he is an associate member of the National Association of Chapter 13 Trustees. He is licensed to practice law before the United States District Court for the North District of Texas, the United States Court of Appeals for the Fifth Circuit, and before all Courts for the State of Texas.
Troy is a frequent commentator on debt and bankruptcy issues. He has presented programs and/or authorized papers presented at CLE events and to various legal groups including the Family Law section of the Amarillo Bar Association, the Texas Academy of Family Law Specialists, the Panhandle Bankruptcy Bar Association, the West Texas Bankruptcy Bar Association and the National Association of Chapter 12 Trustee's, and the Amarillo Young Lawyers Association's "People's Law School".
