Senator Hillary Rodham Clinton is issuing a new call for universal health care. The democratic presidential hopeful says all Americans should be required to have health insurance, either through their employers or a government-run pool.

Clinton says the wealthy should pay higher taxes to help defray the cost. The plan comes with a $110 billion a year price tag. Local political experts think it's more of a publicity stunt than an attempt to reform health care.

Clinton says the U.S. spends more than any other country on health care, yet ranks 31st in life expectancy and 40th in child mortality.
