Perry Wants 'Contingency' Fund

Governor Rick Perry is asking the legislature for money to create a 50 million dollar disaster contingency fund. 

Perry says the money would help make sure that state and local governments have the ability to "forcefully respond'' in times of great public emergency.
  

He cited disasters like hurricanes Katrina and Rita.
  

Perry says the fund would be used to:
   -- pay costs associated with pre-positioning state resources in
anticipation of disasters
   -- reimburse local jurisdictions for disasters that don't meet
federal disaster declaration standards
   -- provide upfront money to smaller jurisdictions that lack the
resources for large-scale emergency operations
   -- and pay matching fund obligations that are required for
reimbursement from the federal emergency management agency.
