New Texas law halts prison proxy weddings

LIVINGSTON, Texas (AP) - Texas prison inmates hoping to get married to someone who isn't locked up are out of luck under a recent law designed to combat fraud.

The law requires both parties to be present for a marriage ceremony. That blocks proxy marriages, where a couple is married but with one person using a stand-in.

Proxy marriages had been common for state prisoners because the Texas prison system doesn't allow marriages performed in prison. Prison officials say they're not changing the policy, though other states allow prison chaplains to perform marriages.

The Texas law passed to address the case of an elderly man who was unknowingly married by proxy and his benefits were siphoned by his fraudulent spouse.
