Oklahoma - Oklahoma law enforcement may be spending time and money monitoring thousands of sex offenders that pose little risk to the public.

That's according to experts who say the problem began when the federal government imposed requirements on states in 2006.

Those created a three-tiered system for ranking sex offenders.

But the tiers are based strictly on the crime an individual committed.

That means more than 16 sexual crimes result in Oklahoma offenders being required to register as a sex offender for 25 years to life.
