Austin, Texas - A controversial new bill is under consideration in Austin.
It would allow police to tow a vehicle if the driver does not have a valid license.
Supporters say the legislation would make the roads safer.
But civil rights groups believe the bill discriminates, because they say minorities are more likely to drive without a license.
If it passes, it would affect many of the state's 1.5 million undocumented immigrants.
