White praised for Katrina, but left headaches

HOUSTON (AP) - As mayor of the fourth largest city in the country, Bill White perhaps was best known for overseeing a massive humanitarian relief effort after Hurricane Katrina sent hundreds of thousands of evacuees to Houston. It got him a prestigious national award and the kind of attention ambitious politicians love.

But the Democrat also quietly left behind budgetary headaches for his successor, a controversy over unspent federal housing dollars and a gigantic financial mess at Houston Metro, the city's lead transit agency.

White's mixed 6-year tenure as Houston mayor has been dissected repeatedly as he tries to unseat Republican Rick Perry, the longest serving governor in Texas, during Tuesday's election.
