GRUVER, TEXAS - All but one road is reopened tonight after what crews call the worst flood damage on the High Plains in three years.

In Gruver, there's a trail of damage where flood waters have started to recede.

And about seven miles south - along f-m five twenty the concrete is crumbling still days after the downpour.

The rushing waters were so strong they pushed concrete drainage pipes about five hundred feet.

Five crews were out cleaning damage today. The Texas Department of Transportation pulled-in people from all across the area to help.

Another big issue here is that TxDot is working on very limited resources. They don't receive the money for their new budget until September - and that means they'll have to prioritize projects in the panhandle until then because this storm is taking much of the maintenance money they have left.
