AMARILLO, TEXAS - On the heels of a difficult meeting between Cactus city officials and Burmese refugees, many are wondering how so many refugees ended up there.

Many people all over the Panhandle believe refugees end up here through Catholic Family Service.

That is true, but only if you are talking about the City of Amarillo.

The director of Catholic Family Service's refugee re-settlement says there is only one family in the Dumas/Cactus area her organization has placed.

Lori Bigham says, "we work really hard not to place any families in Cactus or Dumas just because the infrastructure isn't there. It has been an impact on the community so it's certainly not part of our resettlement plan."

Bigham says what is happening in Dumas and Cactus is called secondary migration.

She says the refugees are mostly from other parts of this country and probably heard about work they could get in the Panhandle.
