PAMPA, TEXAS - After two months of being stalled out in the US Supreme Court, Hank Skinner's case has a new time line and importance.

Justices from the Court said today they plan on using the Pampa Prisoner's situation to establish a new federal policy about DNA testing.

Skinner has always maintained there was extra DNA evidence that would clear him of the triple murder. 16 years after the crime, none of the extra evidence has been tested. That's largely because of confusion about if federal civil rights laws can be applied to the case after a conviction has already happened.

The justices expect to make a ruling on this issue one way or another sometime this fall.
