Green energy has never really taken off in the land of enchantment - with only five wind farms so far. That's because the transmission lines cost too much. In Texas - companies can get around this by charging consumers up front before construction starts. New Mexico law however won't let charges go until after construction finishes. That's something wind advocates want to change but most costumers want to stay the same.
