SPEARMAN, TEXAS - A public project is pitting small business against big government in Spearman.
This is all about sidewalks -- old, run-down sidewalks and who's gonna pay to fix them.
After several senior citizens fell down and hurt themselves because of this crumbling concrete -- the city ruled replacing it a matter of public safety.
Redoing just a half a block is costing almost one hundred fifty thousand dollars. That price tag is being split into thirds between the city, the economic development corporation and the business owners off the sidewalk. That's a system the businesses think is unfair because it's legally the city, not them, that own the walk way.
