McALLEN, Texas (AP) - A National Guard general says most of the 1,000 troops heading to South Texas will take up observation positions along the border and detain people only if they interfere with their mission. Texas Adjutant General John Nichols says the troops will be armed but will try to avoid detaining people and will instead refer them to state troopers.

SAN ANTONIO (AP) - The San Antonio City Council has voted to appoint Councilwoman Ivy Taylor to succeed Julian Castro as mayor. Taylor becomes the first African-American woman to lead the city but is pledging not to run when Castro's term concludes next year. He's the new head of the federal Department of Housing and Urban Development.

AUSTIN, Texas (AP) - The special election to replace longtime state Senator Robert Duncan of Lubbock will be September 9th. Duncan has been in the Legislature for more than two decades and is leaving to become chancellor of the Texas Tech University System. His Senate term expires in 2017.

FORT WORTH, Texas (AP) - TCU has suspended football player Devonte Fields -- the Big 12's preseason defensive player of the year. Police are investigating whether Fields punched a former girlfriend and threatened her with a gun over the weekend at a home in Fort Worth. He has not been arrested.
